CIABATA is the subsidiary company of the Chemical Industries Association (CIA), which manages and administers the chemical sector climate change agreement (CCA) with the Department for Business, Energy and Industrial Strategy (BEIS) and the Environment Agency (EA) on behalf of participating members.

CCA participants qualify for relief from the Climate Change Levy (CCL), a tax on the use of energy by business, in exchange for committing to challenging energy targets up to 31 December 2022.

CIABATA’s role as the sector administrator is to support members’ participation in the CCAs and to represent them in interactions with BEIS, who set CCA policy, and the EA who are the scheme administrator.

Key elements of CIABATA’s role include:

  • Helping new entrants to join the chemical sector CCA
  • Working with participants to support their compliance with CCA obligations, including collecting and reporting data on performance against targets to the EA
  • Negotiating with BEIS to agree CCA targets for the sector and its participants
