European Commission’s definition of nanomaterials is not practical

Today (18 October ) the European Commission released its recommendation for a regulatory definition for nanomaterials. Responding to the recommendation the Chemical Industries Association (CIA) questions the practicality of the definition and expressed concern that it would be difficult to integrate into existing legislation.

We would not welcome a delay in REACH implementation at this very late stage.

EUROPEAN PARLIAMENT ADOPTION OF THE COMPROMISE PACKAGE

On 7 July 2010 the European Parliament adopted by 639 votes in favour, 35 votes against a compromise package agreed in the trialogue with the Council and the Commission on the Industrial Emissions Directive. The Industrial Emissions Directive combines seven pieces of existing legislation, including directives on Integrated Pollution Prevention and control (IPPC) and Large combustion plants. This is the main piece environmental legislation applying to 52,000 industrial activities in Europe.

On 11 December 2005, there was a massive explosion at Buncefield Oil Storage Depot in Hemel Hempstead. Following the recommendations of the Major Incident Investigation Board, industry set up the Process Safety Leadership Group (PSLG), jointly with regulators and trades unions, to work through the lessons from the incident to prevent a recurrence. Because the lessons extended beyond the oil sector to other high hazard sites the industry stakeholders included the chemical sector as well as oil/fuels and tank storage.

REACHREADY EXPANDS SERVICE TO OFFER PRACTICAL ADVICE ON CLP

From 1 December 2010 a new regime for the classification and labelling of chemicals will commence. Many of the same people championing REACH are also wrestling with the implementation of the Classification, Labelling and Packaging (CLP) regulation. CLP introduces new symbols, warning phrases, criteria for classification and larger and more colourful labels. Some chemicals not subject to labelling under the old classification and labelling regime will now need labels; some chemicals with relatively mild warnings will be labelled in a much more severe way.
