The National Chemical Emergency Centre (NCEC)

Dear Alex,

Welcome to your latest regulatory update. NCEC have a team of regulatory consultants working with more than 100 customers to ensure they are compliant with Member State legislations and are compliant with all chemical regulations including REACH and Poison centres.

Poison centres – why should you notify now?

The regulations for poison centre notification within Europe for organisations putting mixtures on the market are complex and difficult to achieve. These are made more complicated due to the harmonisation effort which effects notifications from 2020, but does not excuse organisations from notifying their products today which is currently a legislative requirement. Wondering how this affects your business?

Watch the video, in which Caroline Raine, associate director regulatory, explains the business benefits of notifying now rather than waiting for the 2020 deadline.

Poison centres Annex VIII Member State Implementation plans

Caroline has written an article on 'Poison Centre Annex VIII Member State Implementation plans' for Chemical Watch. The article explores the current status of the implementation of annex VIII across the EU Member States and discusses the benefits of notifying now to maximise the benefit of the transitional period.

Poison Centre Guidance document consultation

The European Chemical Agency is currently consulting on version 2 of the Poison Centre Guidance document. The recently updated guidance document provides clarification on duty holders, specifically about obligations related to distribution steps. It clarifies that duty holder could potentially be every operator placing certain mixtures on the market.

How can you comply with the new poison centre notification requirements?

Caroline, in association with Chemical Watch, has endeavoured to answer some of the most commonly asked questions on how to comply with the new requirements, ahead of the first notification deadline in January 2020.

Do you need to assess the environmental hazards and risks of chemical products?

Understanding the hazards and risks of chemicals is a key part of responsible product stewardship and is essential to sustainable business and compliance with chemical regulations such as GHS and REACH. At NCEC, we have a broad range of expertise to assess the environmental hazards and risks of chemical products.

We are now offering environmental chemical safety assessment. These include all elements of the REACH chemical safety assessment (CSA) – data generation and assessment of ecotoxicology, environmental fate and physico-chemical properties; environmental exposure assessment; risk characterisation; and persistence, bioaccumulation and toxicity (PBT) assessment. We also have considerable experience in environmental monitoring, and the management and remediation of contaminated land.

SETAC Europe 29th Annual Meeting

NCEC presented at the Society of Environmental Toxicology and Chemistry (SETAC) Europe 29th annual meeting in May. Our principal regulatory consultant, Chris Hughes, presented on PBT assessment and the recent advances in the science of chemical bioavailability. And our new regulatory consultant, David Brown, was on hand to discuss how NCEC can help with ecotoxicology assessments.

New regulatory consultant

David Brown is a regulatory environmental scientist with several years of experience working on contaminated land projects and implementation of the European Water Framework Directive. These experiences have given him an in-depth understanding of biodegradability (persistence) testing and analytical methods used in the identification and quantification of chemicals.

Welcome to the team David.
