Notifying exports of PIC chemicals for 2026
Companies should notify their exports to HSE as the GB PIC Designated National Authority (DNA)
As outlined in the UK REACH Work Programme 2025-26, Defra, Welsh and Scottish Governments are currently reviewing the approach to including Substances of Very High Concern (SVHCs) to the UK REACH Candidate List.
The UK REACH Candidate List is a list of SVHCs that may be recommended for inclusion on the Authorisation List (Annex 14) of UK REACH. Since the implementation of UK REACH on 1st January 2021 following EU-exit, the European Chemical Health Agency (ECHA) has added 41 substances to the EU REACH Candidate List.
In the context of UK REACH, substances identified as SVHCs are currently considered for inclusion on Annex 14 in line with the Interim Principles. However, given the developing policy position on UK REACH highlighted in the Rationale for prioritising substances in the UK REACH work programme: 2025 to 2026, we are seeking to draw more from regulatory decision-making in other jurisdictions, in a way which is more aligned with our closest trading partners.
Under the existing Interim Principles, a substance can only be added to the UK REACH Candidate List if it is considered a strong candidate for the UK REACH Authorisation List. Under our proposed new strategic approach, building on the Rationale for UK REACH Priorities Statement, we are considering a broader approach to the Candidate List, rather than limiting ourselves only to those substances deemed strong candidates for the Authorisation List.
We will therefore be holding a virtual workshop on Tuesday 4th November 2025, 10:30 – 12:30 UK time (UTC+1) to explore proposals to review our strategic approach to additions to the UK REACH Candidate List.
