Extension UK REACH registration deadlines - draft legislation published
t Statutory Instrument (S.I.) proposing extensions to UK REACH registration deadlines has been laid before Parliament, accompanied by a draft explanatory memorandum and a final stage impact assessment. The new deadlines are now set for 27 October 2029, 27 October 2030, and 27 October 2031 respectively, with compliance check deadlines also extended to reflect these changes.
PFAS - EU-REACH 60-Day Consultation on SEAC Draft Opinion Now Open
Today ECHA has opened its 60-day public consultation on SEAC’s draft opinion for an EU-REACH restriction on the use of PFAS substances. The consultation closes on 25 May 2026. (This may have implications on how the UK might move forwards on UK-REACH as per the UK PFAS Action Plan).
UK-EU SPS Agreement: Key Announcements
The UK Government has announced its intention to align with EU Sanitary and Phytosanitary (SPS) legislation under the UK-EU SPS Agreement, currently being negotiated. A list of regulations falling under this agreement has been published, with the Biocidal Products Regulation (BPR) included in scope. UK REACH registration deadlines’ extension consultation response
On 22 December 2025, Defra published its response to the consultation on the UK REACH registration deadlines’ extension for transitional substances.
The formal decision of Defra is to stick with their preferred option, Option 1, which will extend the deadlines to October 2029, October 2030, and October 2031 respectively. This only leaves a 1-year gap between deadlines. click here to read.
Defra Publishes a Revised Environmental Improvement Plan 2025
The Department for Environment, Food & Rural Affairs (Defra) has published their revised Environmental Improvement Plan (EIP) 2025. The full document is now available to the public and can be accessed via this link: Environmental Improvement Plan 2025 - GOV.UK The EIP sets out ten goals for driving forward environmental improvements across the UK. Notably, Goal 4 focuses on Chemicals and Pesticides, addressing key issues as part of Chapter 2 on ‘Environmental Quality’ - commitments and actions for this goal are outlined on pages 58-63 of the Plan.
European Parliament adopts interinstitutional agreement on “One Substance, One Assessment” package
Last week, the European Parliament voted in favour of adopting “One Substance, One Assessment” (OSOA), a legislative package consisting of three complementary proposals intended to streamline chemical safety assessments across EU legislation. The reform is part of the 2020 EU Chemicals Strategy for Sustainability (CSS), designed to improve the protection of citizens and the environment and to boost innovation, by developing safe and sustainable chemicals. It is also part of the EU’s zero pollution vision for 2050.
