Classification and Labelling Inventory

A database of all hazardous substances on the EU market with details of their hazard classification and label elements according to the CLP regulation.

First published in 2012, the Classification and Labelling Inventory (CLI) is a database of all hazardous substances on the EU market with details of their hazard classification and label elements according to the CLP regulation. The database consists primarily of notifications made by manufacturers or legal entities who import or otherwise place those substances on the EU market. It also contains information on all substances subject to REACH Registration, regardless of their classification.

In addition to industry self-classifications, the CLI contains the harmonised classification and labelling (CLH) information for many hundreds of substances which has been formally agreed by EU government experts. Substances which have harmonised classification and labelling are listed in Tables 3.1 and 3.2 of Annex VI to the CLP regulation, which are updated at least annually by Adaptations to Technical Progress (ATPs). The CLI is managed by ECHA and is publicly accessible from the ECHA website. It represents the largest database of industry and harmonised classifications within the EU. The CLI database is searchable by a substance’s name, CAS or EC number, Annex VI of CLP regulation index number, or by specific hazard classifications. One of the aims of the CLI was to put pressure on companies who market the same substance but whose labels may vary. The CLP Regulation requires that different manufacturers and importers of the same substance make every effort to agree on a single classification.
