Defra has opened a six-week technical consultation on the UK REACH Alternative Transitional Registration Model (ATRm). The consultation closes on 10 November 2026.

The proposed ATRm provisions are set out in a tracked-changes version of the UK REACH legal text, known as a Keeling Schedule, supported by an explainer in the consultation document. They cover hazard baseline requirements for standard registrations, registration requirements for intermediates, the new transitional evaluation procedure and substance groups.

 The consultation asks whether the draft provisions create any drafting issues, ambiguities or unintended consequences. Defra has also published a statement explaining why it considers the proposed provisions consistent with Article 1 of REACH, which sets out the legislation’s aims.
